The Surrey Langley SkyTrain ends here, with Willowbrook Station on the Township side of 196 Street and Langley City Centre Station at 203 Street. Both Langleys have designated the Transit-Oriented Areas around them. This page draws every house lot in an apartment or mixed-use designation, and every house lot inside the TOA rings, parcel by parcel, with the zone it has now and the zone its plan points to.
232 in apartment or mixed-use designations, all zoned R1. 38 sit in a TOA.
Against 6 m for any other R3 building.
63 in apartment or mixed-use plan areas, median 3,978 m², and 36 inside the Willowbrook TOA.
Accessible stalls only.
The City's new zoning bylaw, adopted in March 2026, lets an R3 building sit 1.5 m from a side lot line if it has a single exit stair, as long as every unit along that side also faces the front or the rear. The usual side yard is 6 m. Of the eight municipalities' bylaws checked for this study, it is the only one that names the single-stair building. R3a has the same rule; R5 and C1 go to 0 m. Bylaw 3300, R3
R3, R4, R5 and C1 set no maximum lot coverage. Setbacks, height and FAR do the limiting. In the Township the RM zones cap coverage at 30 to 40% and keep 7.5 to 9 m from every lot line, which is why almost every apartment project there gets its own CD zone.
Inside both Langleys' TOAs no resident parking can be required, only accessible stalls: 0.05 per unit or 1, whichever is more (City Bylaw 3300, s. 3.5). Outside them, City apartments need 1.0 to 1.45 stalls per unit plus 0.2 for visitors, less for below-market and non-market rental, and 5 fewer for each car share vehicle.
R3 still asks for 1,000 m² and 26 m of frontage, so only 10 of the 178 Low Rise lots qualify alone; two typical 19 m lots make one. R4 and R5 ask for 1,850 m² and 40 m. Inside a TOA, an R1 lot may hold only one house and one suite until it is rezoned.
Click a lot for its plan designation, the zone it has now and the zone it would need, with links to the bylaw pages. Zoom out and lots turn into dots. The shape slider greys out wedges, flag lots and other odd shapes by how much of their bounding rectangle they fill; most regular lots fill 95% or more. 54 of the lots shown by default fill less than 80%.

"Big enough alone" counts lots that already meet the target zone's minimum lot area and frontage (frontage taken as the short side of the lot). Bylaw 3300 replaced Zoning Bylaw 2100 in March 2026; R1 is its single detached and plex zone. Mixed Use can also take R4.

The Township's apartment land is not a street of old houses: its 63 house lots are mostly large suburban parcels, 30 of them over an acre, zoned SR-2 or held in older CD zones. They will be redeveloped as sites, not lot by lot. The 36 R-1A and R-1B lots in Langley Meadows, inside the Willowbrook TOA, are the closest thing to Surrey's Tier 3: small lots, median 15 m wide, where a rezoning may now ask for 8 storeys with no parking. The Township has no standard zone for that; every case would be a CD zone. Willoughby's community and transit corridor plans were rewritten in 2026 (Bylaws 6201 and 6202), and the Township's public map layer still shows the older neighbourhood plan designations, so designations in Willoughby may be out of date.

The City of Langley has already written the rule the book argues for: a 1.5 m side yard for a single exit stair building, with no coverage cap. What it has not changed is the site: R3 still needs 1,000 m² and 26 m of frontage, two of the City's median 18.5 m lots. On two such lots, 37 m wide and 37 m deep, 1.5 m sides, a 3 m front and a 6 m rear leave a plate about 34 × 28 m before the stair and units are planned. The lots inside the TOA, mostly Mid Rise, point to R4 instead, which keeps 6 m sides and asks for 1,850 m².
